Kenneth Roth, a senior fellow at Yale University and former executive director of Human Rights Watch, says new US sanctions on the International Criminal Court do not end the global rules-based order.
Roth argues the Trump administration is trying to “make the world safe for American and Israeli war criminals”, and notes that Washington also tried to exempt its own nationals when the court was created in 1998.
So far, 13 judges and prosecutors have been individually sanctioned. Now the court as a whole is targeted, which he says will make day-to-day operations very difficult.
He says the most important response is the European Union’s blocking statute, which would tell European banks not to comply. He says it has not been invoked because Dutch banks fear retaliation from Trump.
