Cambodia says it has shut down 800 suspected online scam sites, but criminal networks may have simply moved elsewhere.
Jason Tower, a senior expert at the Global Initiative Against Transnational Organized Crime, told Al Jazeera that cyber-scams had become a major part of Cambodia’s economy by 2023, with some reports estimating the criminal market at about 40 percent of GDP.
He said the closures amounted to a “mass clearance operation” rather than the full dismantling of the industry, as many suspected operators left the country. Tower warned that scam syndicates are expanding into South Asia, Africa and the Middle East.
